The appearance of the UBL tape brings the election back to the main topic at hand; terrorism. If you think Kerry would fight the war on terror better, then vote for him. If you think Bush would fight the war on terror better then vote for him.
We know that Bush believes that the war in Iraq and taking the war to terrorists is part of the same war. We know Kerry doesn't link Iraq and terrorism. Kerry has a plan. What is that plan? He's a great Monday morning QB (he thought the approach to Tora Bora was fine back when it occurred) who talks tough but has a really bad habit of puting his finger to the wind for direction (see $87 billion).
The choice is quite clear to me; the best defense is a string offense, vote for Bush.
