Picking up on a topic making the rounds, what the heck does "passing the global test" mean? In Kerry-speak that means we must have the approval of France and Germany to defend ourselves with pre-emptive strikes.

I'd just as soon we not end up that way. You have to wonder what Kerry's thinking.
